The concept of starting North East Social Communications (NESCOM) was conceived by Fr. Peter Chinnappan, a diocesan priest of Kohima. On his own, he attended the National Assembly of UNDA/OCIC at Jharsuguda, Orissa, in 1988. During the meeting the National leaders had requested him to do something for the North East. On his return he expressed his desire to few bishops about starting a regional communication centre.

Archbishop Joseph Mittathany of Imphal and President of North East Regional Bishop’s Conference (NERBC), asked him to speak to the Regional Bishops’ meeting, which will be held at Diphu on 13th March 1998. There were some other individuals who shared the same views and it gained momentum. Later the NERBC invited Fr. Peter Chinnappan to the Regional Pastoral Council in Sept. 1998 and he placed before the Council the aims and objectives of the would-be NESCOM.The idea went through and on 7th March 1999 Fr. Peter Chinnappan was appointed as the Secretary to the Commission for Social Communications in North East.
Bishop Joseph Aind of Dibrugarh is the Chairman of Social Communications. He appointed Fr. Chinnappan as the first Director of NESCOM and asked him to start the centre in Dimapur. Bishop Jose Mukala of Kohima happily put at the disposal of NESCOM a building at Purana Bazar, Dimapur. After the preliminary works, Fr. Peter Chinnappan took possession of the building on 15th November 1999 and it was formally blessed by Bishop Jose Mukala on the 1st Dec. 1999 in the presence of Bishop Joseph Aind and many priests, religious and faithful.

On 16th August 2005 it was again shifted to Kharghuli, Upper Luitpur (old Bishop’s House) as the archbishop gave to NESCOM the facilities free of cost. The condition is that NESCOM builds its own premises in the land gifted by him at the earliest.
